There were more people put in jail for marijuana last year in America than for all violent crimes combined, and easier arrests for the cops too. Because of the seizure laws involving marijuana arrests it has become very lucrative for law enforcement allowing them to buy all the new cop toys, in fact in some instances whole departments are funded by marijuana associated seizures. At best it's a social problem with no apparent victim until the arrest.
